  SENATOR  MILLER called  the  Resources Committee  meeting to                 
  order at 3:30 p.m. and said  they would take up confirmation                 
  of  Paul  Johnson  and  Glenn Fredericks  for  the  Big Game                 
  Commercial Services Board.                                                   
                                                                               
  PAUL  JOHNSON  via teleconference  said  this is  his second                 
  appointment to the Commercial  Services Board and he  is one                 
  of the two guide members on the Board.                                       
                                                                               
                                                                               
  SENATOR MILLER said the confirmations  would be taking place                 
  in joint session in late April or early May.                                 
                                                                               
  GLENN FREDERICKS said he represents the native landowners on                 
  the Board.  He has been  involved with Chulista Region since                 
  1971.                                                                        
                                                                               
  SENATOR LEMAN said he was delighted  that he and Mr. Johnson                 
  were serving on the Board.

  SENATOR MILLER  said they would take up  the confirmation of                 
  Bruce Twomley to the Commercial Fisheries Entry Commission.                  
                                                                               
  BRUCE TWOMLEY stated that he was originally appointed to the                 
  Entry Commission by Governor Hammond in 1982.                                
                                                                               
  SENATOR  ADAMS asked  him if  the Commission  had  looked at                 
  changing the statute saying a permit  had to be fished every                 
  year, because some  fishermen had to  go in the military  or                 
  went to school for number of years.                                          
                                                                               
  MR.  TWOMLEY  said the  law provides  that  a permit  can be                 
  maintained even if it isn't fished, but the yearly fees have                 
  to be paid.                                                                  
                                                                               
  SENATOR  LEMAN  asked   if  there  could  be   some  leasing                 
  arrangement for permit  holders who  are long time  Alaskans                 
  and are advancing in years or  are otherwise unable to fish.                 
  MR.  TWOMLEY  said  they   already  accommodate  extenuating                 
  circumstances within  the limited entry system by use of the                 
  emergency transfer.   There  are exceptions  to the  general                 
  rule of only one emergency transfer and he sighted a case in                 
  point.  A  bigger problem, Mr.  Twomley said, is if  leasing                 
  would  become more widespread, they might have to defend the                 
  act and  the system.  There  are a lot  of conflicts between                 
  gear user groups, he explained.
